Is there such a thing as parental responsibility in Scotland and is it the same as parental responsibility in England?
Yes, there is. It is called Parental Rights and Responsibilities and is defined by the Children (Scotland) Act 1995. The situation is exactly as it was prior to 2003 in England - ie tough if you are an unmarried father. The Family Law Act (which came into force on 04-May-2006) amended the position for unmarried fathers exactly as in England but is not retrospective in its action. PRR makes little difference in terms of getting contact or getting it enforced, as ever.
